Since both teams had only 8 wins they were originally around the 16th picks each, but the Superbowl team automatically gets #32 and the runner up gets #31, so if one of those teams got in then wouldn’t that move everyone else up 1 spot, and if both did then everyone would move up 2 spots?

No. The draft goes according to the teams regular season record. It really should be changed.

   Yes. The Super Bowl teams get the last two picks. Everything else is by regular season record.

   So the teams that would otherwise draft behind the Eagles and Chargers, would move up, yes.
